These priorities contribute to Outcome 1.2, which focuses on equitable access to quality social services, and Outcome 1.4, which emphasizes coordinated, inclusive, transparent, and gender-responsive governance and access to justice. These outcomes have recently been merged to form the broader Gender Responsive Inclusive Governance (GRIG) thematic area.
Within this thematic area, UN Women Nepal works across several key themes, including women’s leadership and political participation, access to justice, women, peace and security, transitional justice, and broader governance initiatives implemented through programmes such as the Provincial and Local Governance Strengthening Programme (PLGSP) in partnership with UNDP. This work involves close engagement with diverse stakeholders—justice sector institutions, constitutional bodies, governmental agencies across the federal, provincial, and local levels, development partners, as well as rights-holders such as women’s organizations, conflict-affected individuals, civil society groups, and the media.
Reporting to the Programme Analyst, the Programme Officer plays a critical role in contributing to the effective management and implementation of UN Women programmes within the GRIG portfolio, particularly in the area of women’s leadership and political participation under Outcome 4. The Programme Officer provides substantive support in programme design, formulation, planning, and monitoring, ensuring that activities are delivered effectively and align with UN Women’s strategic priorities. The role includes reviewing and analysing programme implementation, offering recommendations for improvement, and ensuring proper application of operational procedures and systems.
Additionally, the Programme Officer works closely with both programme and operations teams to maintain smooth and efficient programme delivery. They support the development of reports, briefs, and knowledge products, engage with implementing partners and stakeholders, and contribute to evaluations and learning processes. Through this work, the Programme Officer helps advance UN Women Nepal’s mission to promote gender equality, strengthen governance systems, and enhance women’s participation and leadership across all tiers of government.
About Position:
1. Technical Contributions to Programme Strategy Development
- Provide technical inputs to develop programme strategies under GRIG.
- Focus on women’s leadership, political participation, and electoral support.
- Contribute to designing and formulating programme strategies, proposals, and initiatives.
- Identify key areas for programme support and interventions.
2. Technical Support for Programme Implementation and Management
- Provide inputs for annual workplans and budgets related to GRIG.
- Lead the implementation of programme activities.
- Coordinate calls/requests for proposals and organize technical review committees.
- Conduct capacity assessments of implementing partners.
- Review, coordinate, and monitor implementing partner financial and narrative reports.
- Provide guidance to partners on Results-Based Management (RBM).
- Monitor programme implementation to ensure effective delivery.
3. Technical Assistance and Capacity Development for Partners
- Provide technical support to partners on women’s leadership, political participation, and electoral support.
- Support implementation of activities under Outcome 4.
- Develop knowledge products, briefs, and technical materials.
- Maintain relationships with national partners and key stakeholders.
- Identify capacity-building needs of partners.
- Facilitate technical or programmatic training sessions as required.
4. Monitoring, Reporting, and Financial Management
- Monitor activity and financial progress using RBM tools.
- Draft monitoring mission reports and document programme results, outputs, and outcomes.
- Contribute to preparing donor and UN Women reports.
- Support budget monitoring and implement necessary budget realignments or revisions.
- Provide inputs for financial reports.
5. Partnerships and Resource Mobilization
- Contribute to resource mobilization strategies.
- Maintain and analyze information and partner databases.
- Prepare project briefs, conference papers, speeches, and donor profiles.
- Participate in donor meetings and public events when delegated.
6. Support Inter-agency Coordination
- Provide technical inputs for inter-agency coordination related to GRIG.
- Prepare background reports, briefs, and relevant materials to ensure programme coherence across UN partners.
7. Advocacy, Communication, and Knowledge Management
- Develop background documents, briefs, and presentations on women’s leadership and political participation.
- Coordinate capacity-building initiatives, advocacy campaigns, events, and workshops.
- Support development of knowledge management methodologies and products under the GRIG thematic area.
8. Other Duties
- Perform additional tasks as required for the efficient functioning of UN Women and the programme.

Minimum Qualifications
Education
- Master’s degree in gender studies, international relations, development studies, law, political science, human rights, sociology, international law, or other relevant social sciences (required)
- OR a first-level university degree with two additional years of relevant experience may be accepted in lieu of a Master’s
Experience
- Minimum 5 years of progressively responsible experience in:
- Designing, managing, monitoring, and reporting governance-related programmes/projects
- Work focusing on gender equality, social inclusion, women’s leadership, political participation, and electoral support
- Experience building partnerships with Government agencies, donors, and CSOs (including women’s rights and intersectional identity groups)
- Experience preparing high-quality donor reports using RBM is an advantage
- Prior experience with the UN is an asset

- Fluency in English and Nepali (required)
